Strategic partnership between AMEC and ASC Group strengthens Andorra’s role in sovereign AI

The Alliance for Multilateral Economic Cooperation (AMEC), a Swiss-based collaborative platform founded by professionals with experience across multilateral institutions, diplomacy, leading universities and research centres, international business, and global policy ecosystems, and ASC Group SL, an Andorran company operating in the fields of artificial intelligence and sovereign cloud technologies, have signed a memorandum of understanding. The partnership seeks to advance innovative and secure digital solutions while supporting countries and institutions in developing resilient, sovereign technological capabilities and is aimed at strengthening cooperation in sovereign AI, sovereign cloud infrastructure, data centres, and public-sector digital transformation. The MOU was signed by Anastassia Ozerova, AMEC’s CEO, and Bruno Ciroussel, AiTEK Sovereign Cloud (ASC) Group’s CEO. AMEC will support the international expansion of ASC Group’s sovereign AI, cloud and data-centre solutions, with an initial focus on Eastern and Central Europe and on East and Southern Africa. The partnership may later be extended to additional markets by mutual agreement. It should be mentioned that ASC Group is the only Andorran company who widly presented in international markets. ASC Cloud was the only Andorran company participated in GITEX Africa 2026, the largest tech fair in Africa dedicated to new technologies, artificial intelligence, and digital transformation. The company uses the occasion not only to present its product AiTEC 8, but also to articulate a broader strategic statement, aiming to position Andorra as a European “digital vault” and a sovereign hub for data storage, AI, and cloud services. The company’s CEO, Bruno Ciroussel, AiTEC 8 is a platform that combines artificial intelligence with a sovereign cloud, offering tools similar to those of major generative platforms with prompts, office functionalities, agentive capabilities, and the ability to create custom applications, while always maintaining full control over data and digital assets. Data and knowledge remain private, and the decision to share them with the community or make them public is always theirs. Another notable aspect is the company’s philosophy: AI should be a tool that enhances the human being, not substitutes them, and this vision also applies to applications developed with partners, especially in cybersecurity. The company has already attracted interest from 20 African countries and counts 24 letters of intent from African and North African countries. The technical infrastructure operates with Oracle’s support, with a physical cloud in Madrid, all with a view to potential deployment in Andorra. The platform has been under development for nearly 18 years. As part of the partnership, Ciroussel will join AMEC as an individual member and expert, contributing his experience in sovereign AI, cloud infrastructure, knowledge engineering, AI governance and public-sector transformation. His role is expected to include participation in conferences, advisory sessions, institutional presentations, expert reports and strategic meetings organised by the alliance. One of the flagship initiatives outlined in the agreement is the organisation of a high-level symposium in Andorra in October 2026. The event is expected to bring together policymakers, technology leaders and institutional stakeholders to discuss the impact of artificial intelligence on society, digital sovereignty and the responsible deployment of emerging technologies within the public sector. The parties have identified Eastern Europe, Central Europe, East Africa and Southern Africa as priority regions for future development initiatives. Under the partnership, ASC Group is also expected to become an active member of AMEC and serve as a cooperation relay and representative in several markets, including Morocco, Benin, Côte d’Ivoire, Mali, Ghana. In addition, ASC Group will provide support to AMEC’s initiatives in Canada and the United States. At a time when digital sovereignty, trusted artificial intelligence, and secure data infrastructures are becoming strategic priorities for governments and institutions worldwide, this partnership represents more than a commercial initiative. It highlights the growing opportunity for Andorra to position itself as a European hub for sovereign digital services and an emerging intellectual centre for responsible AI and knowledge-based innovation.
