Electricity crisis threatens to close Iraq Mall, endangering 20,000 jobs

The roots of the crisis stem from persistent electricity supply bottlenecks compounded by stalling bureaucratic hurdles surrounding the installation of the project’s dedicated electrical transformers—even though the mall’s administration completed all import procedures and the equipment arrived at Iraqi ports some time ago. The owner of the mega-project explained that relying entirely on alternative power to keep the complex running has caused devastating financial losses. The mall’s administration is currently absorbing an exorbitant operational cost estimated at 50 million IQD per day. These massive sums are spent securing diesel fuel from informal channels (the black market) to keep giant backup generators running. This emergency measure has become a financial burden impossible to sustain long-term, not to mention the technical and commercial fallout caused by erratic power fluctuations, which severely damage the broader investment environment and foot traffic. Despite the Iraq Mall administration successfully securing all necessary official approvals to import the new electrical transformers—which would permanently solve the crisis—the actual physical installation and commissioning of these transformers remain at a standstill. The mall’s owner attributes this paralyzing delay to “killing administrative red tape” and slow correspondence between the relevant sector departments at the Ministry of Electricity and associated municipal directorates, leaving the ready equipment held hostage by paperwork. The mall’s management emphasized that reaching a point of total operational shutdown would extend far beyond the financial losses of investors, presenting a direct threat to the financial security of approximately 20,000 workers and employees who work in the complex directly or are linked to it through supply chains, services, and logistical support. Faced with this economic and social threat, the mall’s administration and tenant shop owners have issued an urgent appeal to the Prime Minister for immediate intervention. They are requesting direct orders to the technical teams at the Ministry of Electricity to bypass routine bureaucratic obstacles and expedite the installation of the transformers to salvage the project and maintain commercial stability in Baghdad.
