Amb Davis raises U.S.-Cyprus relations to historic high

Her presence in Cyprus, from February 2023 until her departure in May 2026, was directly associated with a period of intense diplomatic activity, the geostrategic upgrading of the Republic of Cyprus, and the substantial deepening of cooperation between the two countries. At the same time, the ambassador also stepped in briefly as Chargé d’Affaires in Kyiv in May 2025 during a most critical moment during the war in Ukraine. Ambassador Davis assumed her duties at a time when the eastern Mediterranean was at the centre of international developments and geopolitical realignments. Within this complex environment, she succeeded in highlighting Cyprus as a reliable partner of the United States, significantly strengthening the strategic dialogue between Nicosia and Washington. Methodically and with a steady focus, she worked toward creating a framework for closer cooperation in areas such as security, defense, energy, humanitarian policy and the fight against financial crime. During her tenure, Cyprus further consolidated its role as a pillar of stability and security in the eastern Mediterranean. The American diplomat actively supported the operation of the CYCLOPS Centre of Excellence in Larnaca, which has now become a point of reference for the training of personnel from countries across the region in border security, crisis management and the handling of asymmetric threats. Her contribution to strengthening this institution is considered decisive, as the centre evolved into an important tool for regional cooperation with the support of the U.S. At the same time, cooperation between the Republic of Cyprus and the American armed forces saw remarkable progress. During her tenure, joint military exercises were conducted, while cooperation between the National Guard and the U.S. Navy, as well as other American security agencies, was strengthened. These developments carried not only operational significance but also strong political symbolism, as they confirmed Washington’s growing trust in Nicosia. Amalthea aid hub for Gaza One of Julie Davis’s most significant achievements was her support and coordination of the humanitarian initiative “Amalthea,” through which Cyprus was transformed into a key hub for the delivery of humanitarian aid to Gaza. This initiative, once again highlighted Cyprus’s ability to play a crucial role in humanitarian operations of international scale and demonstrated the effective cooperation between Nicosia and Washington during times of crisis. The American Ambassador herself repeatedly praised the creativity, flexibility and diplomatic effectiveness of the government of Nikos Christodoulides, emphasising that Cyprus serves as a reliable partner and a bridge of cooperation between Europe and the Middle East. Particular emphasis was also placed on the energy sector, where Ambassador Davis actively supported the presence and activities of major American energy corporations within Cyprus’s Exclusive Economic Zone (EEZ). Companies such as ExxonMobil and Chevron Corporation expanded their activities in the region, contributing to the emergence of Cyprus as an important energy player in the eastern Mediterranean. Energy cooperation between the two countries thus acquired a strategic character, with clear geopolitical implications. At the same time, her tenure was marked by intensified cooperation in the fields of transparency and the fight against financial crime. The presence and contribution of a unit of specialised advisors from the Federal Bureau of Investigation (FBI) in Cyprus, aimed at strengthening oversight mechanisms and sanctions enforcement, was regarded by many as a vote of confidence by the U.S. toward the Republic of Cyprus. At the same time, it demonstrated the willingness of both countries to cooperate closely on issues of financial transparency and international security. Undoubtedly, Julie Davis’s presence in Cyprus leaves behind a strong diplomatic legacy. Through consistency, political insight and an active role in regional developments, she contributed decisively to elevating U.S.-Cyprus relations to a level not seen in decades.
