PM Hun Manet: Even a 1% Chance for Peace Is Better Than War

(Phnom Penh): Cambodian Prime Minister Hun Manet reaffirmed Cambodia’s commitment to peaceful conflict resolution, declaring that even a 1% chance of successful negotiations is far preferable to war. Speaking on Friday morning (May 15) at the celebration of the 19th Cambodian Veterans and Retirees Day in Phnom Penh, he emphasised that that armed conflict would inevitably bring suffering to the people, making diplomacy and dialogue the preferred path whenever possible. The prime minister emphasised Cambodia’s long-standing desire to avoid war, noting that the country has consistently sought peaceful solutions while safeguarding national sovereignty and protecting human lives. He clarified that pursuing negotiations does not mean surrendering territory, but reflects Cambodia’s commitment to resolving disputes through diplomatic and legal mechanisms to the fullest extent possible. “Even if there is only a 1% chance for peaceful talks, it is still better than war,” Prime Minister Hun Manet said, adding that all peaceful avenues must be exhausted before considering military action. Addressing criticism and public misunderstandings surrounding his earlier remarks, the premier explained that he did not mean there was only a 1% chance of success. Rather, he intended to stress the importance of seizing every possible opportunity for dialogue, no matter how limited the prospects may appear. Samdech Thipadei Hun Manet noted that bilateral negotiation channels are currently no longer effective, making legal mechanisms increasingly important in resolving disputes transparently and fairly under international law. He said Cambodia will continue relying on international legal frameworks, including the United Nations Convention on the Law of the Sea (UNCLOS), while maintaining respect for existing agreements related to border affairs. On the occasion, the prime minister added that Cambodia remains committed to the 2000 Memorandum of Understanding on land borders, while the 2001 MoU with Thailand continues to serve as a reference framework depending on developments in the situation.=FRESH NEWS
