Andorra is launching a “sovereign cloud” model in partnership with Google, Amazon, Oracle, and Microsoft

On 10 June, Andorra will unveil a strategic initiative representing a major milestone in the country’s digital transformation and redefining the approach to technology adoption across both the public and private sectors. The initiative centres on the development of a catalogue of technology services, enabling users to access solutions from leading global cloud providers. This will be facilitated through framework agreements and centrally negotiated national-level cooperation terms. The objective is to promote the adoption of cloud services with robust guarantees of sovereignty, security, and adherence to best practices. These requirements were incorporated into the tender process completed in February this year, as explained by David Vicente, Director of Andorra Digital, during the official presentation of Andorra Digital, a newly established entity, 75% funded by the Government of Andorra and 25% by Andorra Telecom. “Users will be able to choose from eight solutions offered by hyperscalers and integrators,” David Vicente noted. The presentation also marked the formal consolidation of Andorra Digital as a standalone entity, building on the digital transformation programme launched six years ago. The initiative has now entered a new implementation phase, supported by enhanced operational capacity and increased investment capability. This model introduces a more integrated approach to the country’s digital transformation, ensuring that all government digital initiatives operate in a coordinated rather than siloed manner, are centrally and professionally managed, and are developed in closer collaboration with the private sector, as well as through strengthened partnerships with leading international technology companies and institutional stakeholders. The governance structure is defined as follows: it is chaired by Marc Rossell, Minister for the Civil Service and Digital Transformation, with David Vicente serving as Director. Jordi Ubach is responsible for cybersecurity at the National Cybersecurity Agency of Andorra (ANC-AD). Ivan Armengod will lead the Centre for Digital Wellbeing (Centre del Benestar i Competències Digitals d’Andorra, CBCD), which focuses on digital literacy and the safe and responsible use of technology. Enric Miralles will oversee the data exchange system (Passarel·la d’Intercanvi de Dades i Documents d’Andorra, PIDA), while David Peralta will head the Data Intelligence Agency (Agència d’Intel·ligència de la Dada, AID-AD), responsible for ensuring data quality, accuracy, and reliability. In the context of cybersecurity in Andorra, particular emphasis is placed on the need for coordinated incident response and the strengthening of resilience against digital threats. This approach reflects the structural reality that 80% to 90% of the country’s business sector is composed of micro-enterprises employing between one and five people. A key pillar of the model is the management of data and artificial intelligence, ensuring that data is securely protected and fully traceable, underpinned by the principle that high-quality artificial intelligence cannot exist without high-quality data. At the same time, Andorra aims to enable the secure and efficient exchange of information, reducing the need for citizens to repeatedly submit the same data and thereby improving the overall efficiency of public services. Particular attention is also given to training and digital protection for citizens, with a specific focus on children and young people. “Ultimately, we want organisations providing digital services to become more competitive, and for all the services we need to be delivered directly from Andorra”, said David Vicente explained.
