China: Official, Visible and Legally Framed Scoring
In the Western imagination, social credit is Chinese. We picture a large technological city, cameras at every intersection, mobile applications, and citizens observed, rewarded or sanctioned according to their behavior. The image is disturbing, but often simplified.
China has indeed developed social credit mechanisms. They affect, among other things, corporate compliance, enforcement of court decisions, unpaid debts, administrative lists and legal obligations. Some pilot cities also experimented with point-based systems, sometimes in ways that were intrusive. But the idea of one single national score assigned to every citizen, as in a dystopian television series, does not accurately describe the current reality.
The key point lies elsewhere. In China, this scoring is official, visible, assumed by the state and increasingly connected to a formal legal framework. That does not make it democratic in the European sense. It does not erase the problems of surveillance, censorship or political control. But the system has a face: the state. It is vertical, public and identifiable. Citizens know that such mechanisms exist. Companies know they can be listed. Sanctions are generally linked to administrative obligations, legal duties or court decisions.
The West: Invisible Scoring With Very Real Effects
In the West, the situation is different. There is no large national social score displayed on a screen. There is no official citizen rating. Yet scoring is everywhere.
A bank assesses creditworthiness. An insurance company calculates risk. A platform ranks a driver or delivery worker. An e-commerce site measures customer value. A social network decides whether content will be visible. Recruiting software filters applications. An advertising algorithm infers intentions, vulnerabilities or purchasing power.
These scores have daily consequences. They can influence a loan, housing, insurance, a commercial offer, professional visibility, hiring or pricing. But they are rarely presented as social scoring. They are dispersed, private, contractual, hidden in terms of service or embedded in proprietary models.
China makes more of its control visible. The West often delegates it to the private sector. This is the paradox: we denounce official Chinese scoring while accepting an invisible, fragmented and often opaque form of scoring that already affects citizens’ everyday lives.
AI Will Accelerate the Phenomenon
Artificial intelligence changes the scale of the problem. Until now, many scores were based on relatively simple data: income, age, address, payment history, browsing activity or purchases. With AI, profiling becomes more precise, faster and more predictive.
AI can analyze emails, conversations, documents, images, customer reviews, online behavior, weak signals and chatbot interactions. It does not merely describe the past. It anticipates the future.
A person may no longer be assessed only because they previously missed a payment; they may be classified because a model estimates that they could become risky. An employee may be considered likely to leave. An insured person may be associated with a medical probability. A consumer may be treated differently according to estimated value.
The risk is not only being watched. The risk is being evaluated without knowing it, guided without understanding it, and classified without being able to challenge the result.
Consent Is No Longer Enough
In Europe, the GDPR established essential principles: transparency, clear purpose, data minimization, access rights, rectification, erasure, objection and rules for automated decision-making. But in practice, digital consent is often fragile. Users click “accept” to access a service. They do not always know which data will be combined, stored or reused.
With AI, this problem becomes more serious. Data collected for one purpose can later be reinterpreted for another. A conversation with an assistant can reveal a strategy, a weakness, an intention or sensitive information. A simple interaction can become scoring data.
That is why the GDPR must not remain only a legal text. It must be built into the technical architecture of systems. Compliance must move from paperwork to engineering.
Sovereign Cloud and Sovereign AI: The New Protected Valleys
For Andorra, this subject feels almost natural. Yesterday, sovereignty meant protecting valleys, institutions and political balances. Today, it also means protecting data, encryption keys, clouds, AI models and decision rules.
A sovereign cloud makes it possible to know where data resides, under which law it is protected, who can access it, who holds the keys and how processing can be audited. Sovereign AI goes further. It must ensure that sensitive data is not absorbed without control, that prompts do not automatically become training data, that important decisions remain explainable, and that a human can intervene when a fundamental right is at stake.
In this approach, the GDPR becomes a design rule. Privacy, traceability, auditability, purpose limitation and the right to challenge a decision must be integrated into the system from the beginning.
An Andorran Opportunity
Andorra can turn its size into an advantage. A small country can decide faster, experiment more cleanly and build a more readable framework of trust. It can become a European laboratory for sovereign AI: neither total surveillance nor total dependence on private platforms.
This ambition is not only technological. It is political and democratic. Whoever controls data controls part of the decision-making process. Whoever controls AI models controls part of the interpretation of reality. Whoever controls the cloud controls part of sovereignty.
In this context, Andorra can carry a simple message: AI must serve citizens, companies and institutions without becoming an invisible machine for social scoring.
